In Russia, from April 1, 2026, it is planned to index the insurance part of the pension based on the growth rate of wages of the population. This indicator will be taken into account when forming the budget for the next year. This was stated on June 21 by Anton Kotyakov, Minister of Labor and Social Protection of the Russian Federation, in an interview with TASS at the St. Petersburg International Economic Forum (SPIEF-2025).

Kotyakov said that starting in 2026, Russia will switch to a two-stage indexation system for the insurance part of pensions. The first stage starts on February 1. Pensions will be indexed to the inflation rate for the previous year. The second stage is scheduled for April 1. Payments will be increased based on the growth of the Social Fund's income.

"Today, my colleagues and I are already calculating the parameters of the Social Fund's budget for 2026-2028 within the framework of the current forecast of socio-economic development given to us by the Ministry of Economic Development. It is clear that colleagues will have adjustments, because the situation is changing, the rate of inflation slowdown is slightly higher than previously planned by colleagues," said Kotyakov.

Russian Prime Minister Mikhail Mishustin, during the presentation of the annual report on the work of the executive branch in the State Duma on March 26, said that from the beginning of next year, the Russian Federation will switch to a two-stage indexation of insurance pensions. He recalled that starting from January 1, 2025, the authorities, on behalf of Russian President Vladimir Putin, again began indexing insurance pensions for working pensioners, of whom there are 7.5 million people in Russia.
