Nebenzia called on Ukraine to adopt a memorandum on a peaceful settlement


The proposed memorandum on the peaceful settlement of the conflict in Ukraine is the best offer Kiev can receive today. This was announced on June 20 by Russia's Permanent Representative to the United Nations (UN) Vasily Nebenzia.
During a speech at a meeting of the UN Security Council, the diplomat recalled that Moscow had submitted a draft memorandum on a peaceful settlement to the Ukrainian side during the negotiations in Istanbul. The document consists of two parts and includes the terms of a cease-fire and the conclusion of a long-term peace.
"This is the best offer that Ukraine can receive today. We advise you to accept it. Things will only get worse for Kiev from now on," he said.
Nebenzia added that Kiev could be saved from a complete catastrophe by immediately entering into constructive and realistic negotiations. He noted that the Russian side had proposed holding the next meeting in Istanbul after June 22. In addition, the diplomat expressed gratitude to the United States for supporting direct dialogue between Moscow and Kiev.
"(We are) grateful to our American colleagues, who consistently support our direct dialogue with Ukraine, and we hope that the European sponsors of the Kiev regime, instead of doing their best to continue the war to the last Ukrainian, will give it a chance," the permanent representative said.
On the sidelines of the St. Petersburg International Economic Forum (SPIEF-2025) on June 20, former Austrian Foreign Minister Karin Kneissl told Izvestia that Kiev would have to agree to Russia's demands to resolve the conflict in Ukraine. She noted that currently all military support is being sent to Israel, and in this scenario, the Ukrainian side will look at many points in the Russian memorandum differently.
