On June 20, Bank ROSSIYA held a round table entitled "Implementation of a single payment document in the housing and communal services sector in the Russian Federation" as part of the St. Petersburg International Economic Forum (SPIEF-2025).
It was attended by Pavel Konyushenko, Deputy Minister of Energy of the Russian Federation, Mikhail Andronov, General Director of Rusenergosbyt LLC, Elena Andreeva, Deputy General Director for Services and Transportation of the Electric Power Industry of PJSC ROSSETI, representatives of the governments and relevant ministries and departments of the Republics of Tatarstan and Dagestan, Nizhny Novgorod and Smolensk regions. Bank ROSSIYA was represented by Alexander Shalenkov, Deputy Chairman of the Management Board, Ivan Lapushkin, Senior Vice President and Director of Digitalization, and Rafail Tugushev, Vice President and Head of the Department for Work with Electric Power Enterprises.
For several years, Bank ROSSIYA has been consistently implementing standards in the field of payment collection and the format of unified payment documents (UAPs) for housing and communal services. The launch of a payment collection system in the Republic of Tatarstan has become a working example of a potential model for similar projects in other regions of the Russian Federation. The experience of the regulator and Tatarstan is increasingly in demand in the current realities of optimizing calculations, as well as creating transparency and discipline in payments for energy resources.
The Ministry of Energy supported the initiative to introduce EPA for housing and communal services in Russia.
"It is very important that the services of resource supply organizations are not only provided with high quality, but also paid on time," Konyushenko said during the round table.
The Deputy Minister also stressed that the implementation of the EPA will simplify the process of paying for services in the housing and communal services sector, reduce the number of errors by consolidating data in one place and increase the level of payment discipline among the population.
On behalf of the Minister of Energy of the Russian Federation Sergey Tsivilev, a specialized interdepartmental working group has been established on the basis of the Ministry of Energy. Its participants have already discussed pilot projects for the implementation of the EPA, which can be implemented with the assistance of banks, unified cash settlement centers, guaranteeing suppliers and GIS housing and communal services systems.
"As part of the working group, we discussed the feasibility of launching all pilot projects at the same time in order to understand which of these models is most effective. In the future, the practice of switching to the EPA is planned to be scaled up and extended to all regions of the Russian Federation," the deputy minister said.
Bank ROSSIYA is currently generating up to 32 million EPD, and for several years now it has been providing settlements to a number of Unified Information and Settlement Centers (ERC) in the regions of the Russian Federation, as well as direct collection of gas payments throughout the Russian Federation as an authorized bank of PJSC Gazprom.
Also, at the initiative of PJSC ROSSETI, the bank was involved in solving complex and non-standard tasks of collecting electricity payments in the North Caucasus Federal District, where, together with Gazprom, it is also forming an EPD with the organization of settlements through the EIRC and its own payment system "Smorodina". In addition, Bank ROSSIYA has implemented the EPA of the Republic of Crimea, which includes all major suppliers of the peninsula, as well as management companies that are actively involved.
On June 17, deputies of the State Duma adopted in the second and third readings a law that provides for changing the deadline for payment for housing and communal services from the 10th to the 15th of each month.
