The Ministry of Finance of the Russian Federation understands that attracting capital from outside Russia could significantly contribute to financial support for economic growth, but at the same time it is aware of the risks this may entail. This was announced on June 20 by the head of the department Anton Siluanov in the Izvestia studio at SPIEF 2025.
"Of course, it will be easier for our economy with foreign money, because, despite the fact that we are now relying only on our own resources, attracting capital from outside — be it friendly countries or unfriendly ones — has significantly helped us financially ensure economic growth," he said.
At the same time, the minister stressed that he understands the risks faced by investors in the context of sanctions pressure on Russia.
