The development of support settlements with the involvement of federal financial and investment instruments requires the introduction of new approaches to improving the urban environment throughout the country. This was stated by the Director of Urban Environment Development at the St. Petersburg International Economic Forum (SPIEF) at the Urban Hub discussion platform.Russian Federation Anton Finogenov.

"The term "anchor settlement" began to be fixed in the legislative framework a little over a year ago and is already having a significant impact, as it represents a new principle for the distribution of federal investments in the unevenly developed territories of the country. This requires finding a balance between national principles of operation and individual solutions that take into account the unique features of various localities, from small towns to cities with millions," said Finogenov.

According to him, each category needs its own set of tools. "In addition, it is important to take into account and predict personnel policy, which is a key challenge for the development of both small and medium—sized cities and rural settlements," he added.

As the Governor of the Kamchatka Territory, Vladimir Solodov, noted, the formation of a network of support settlements is designed to improve the socio-economic development of the territories. "Their support will help create modern infrastructure, provide a high-quality living environment and accelerate economic growth. The main implementation tool is the development of long—term development plans for strongholds and adjacent territories," Solodov said.
