Moscow topped the Russian investment climate rating

Moscow has confirmed the title of the leader in terms of the investment climate in the regions of the Russian Federation, said the mayor of the capital, Sergei Sobyanin. The results of the 2025 rating were presented at the SPIEF.

"Moscow has been the leader of the rating since 2019. We are grateful to the business community for their trust! We will continue to do everything necessary to improve the investment climate in our city," Sobyanin wrote on his Telegram channel.

He stressed that the national rating is not just a ranking of regions by the volume of attracted investments. "Business, first of all, assessed the efforts of the subjects to create a comfortable environment for them — to develop new initiatives and increase the additional potential of the territories," Sobyanin said.

The capital has a whole range of support measures for entrepreneurs, from tax incentives to land leases for large—scale investment projects, the mayor recalled. Since 2020, the volume of investments in Moscow's fixed assets has increased 1.6 times (in comparable prices) and exceeded 8.1 trillion rubles by the end of 2024.

The positive trend continues in 2025, Sobyanin stressed. Thus, investments in fixed assets in the first quarter exceeded 1.2 trillion rubles, which is 8.2% more than in the same period last year at comparable prices.

Earlier, at a meeting with Russian President Vladimir Putin, the Moscow mayor noted that Moscow's economy had grown by 5.5% over the past year and by a quarter in six years, despite sanctions and the pandemic. He drew attention to the fact that Moscow's share in the Russian economy already exceeds 21%. Moreover, this figure does not take into account the financial sector, Sergei Sobyanin added.
