In Primorsky Krai, a bill may be passed that introduces administrative responsibility for feeding neglected animals. The initiative is going to be considered in the regional parliament. It is aimed at reducing the risks of aggressive dogs attacking in public places.

According to Stanislav Krushinsky, head of the State Veterinary Inspection of the region, complementary feeding leads to the concentration of stray dogs near residential buildings and recreation areas. The animals come to the same place, huddle together. Some may be aggressive, which leads to attacks, including on children.

IA PrimaMedia clarifies that citizens who feed neglected dogs are proposed to be fined in the amount of 1.3 to 3 thousand rubles. Those who create problems when trapping, transporting and transferring animals to a shelter can be fined from 3 to 5 thousand rubles.

The agency reminds that in Primorsky Krai, dog owners are brought to administrative responsibility for non-compliance with pet care rules. There is a ban on walking, owners must register their animals in the state accounting system.

In April, members of the working group of the State Duma of the Russian Federation on finalizing legislation on stray animals proposed giving regions the right to prohibit feeding pets without owners in certain places. In addition, the parliamentarians propose to expand the list of grounds for euthanizing stray animals. In particular, the euthanasia of pets will become permissible if they cause any harm, as well as if they threaten humans, property or other animals.
