Bloggers were ordered to remove ads from foreign networks by September 1, 2025


Bloggers will have to remove advertising creatives from banned social networks before September 1 of this year, otherwise they will be punished by law. This was announced on June 20 by Vladimir Logunov, Deputy head of Roskomnadzor, at the session "The Russian Internet Advertising Market" at the St. Petersburg International Economic Forum (SPIEF-2025).
He recalled that on September 1, a law comes into force that prohibits the distribution of advertising on banned extremist resources, on those resources that have been blocked.
Logunov stressed that if an advertising creative that was previously published on banned platforms remains, it will be considered advertising on a social network and will be punished by law.
"As for trends, we see that with the withdrawal of other players from the market, VKontakte and Telegram have become the main channels for advertisers. This is the fastest growing segment. That's where most of the advertising budgets go," he shared.
According to the deputy head of the department, the transition to Russian platforms is connected with the responsible attitude of advertisers to the distribution of advertising.
In addition, Logunov drew attention to the fact that in 2024, advertisers spent 859 billion rubles on online advertising. At the same time, about 1.3 million advertisers posted up to 3.5 billion creatives on the Runet.
In April, Russian President Vladimir Putin signed a law banning the distribution of advertising on the resources of undesirable organizations in the Russian Federation. At the same time, both advertisers and distributors of advertising will be responsible for violating the ban.
The press service of the Association of Bloggers and Agencies said in March that bloggers would lose 1.8 billion rubles after the law came into force.
