A thermal complex will be built near St. Petersburg

VTB will provide financing in the amount of 2.64 billion rubles for a period of 5 years to restore the recreation center and create a premium thermal complex in the resort area of the Leningrad region. The agreement was signed at SPIEF 2025 by Ruslan Eremenko, member of the VTB Management Board, and Vyacheslav Semenenko, CEO of Mesto Smolyachkovo.

"The Russian health tourism market is showing steady growth, while there remains a shortage of high-quality offers in St. Petersburg and the Leningrad Region," Eremenko said. He stressed that the development of tourism infrastructure is an important area for VTB.

The complex on the shore of the Gulf of Finland will include modern thermal zones, a 119-room hotel and secluded cottages with recreation facilities. Yeremenko believes that the combination of a modern architectural concept with a promising business model will create a synergistic effect and increase the investment attractiveness of the new resort.

According to Semenenko, the concept of the resort is based on a deep analysis of consumer preferences. "We are creating not just a resort, but the cultural code of the place, combining the neo—Russian style of the early 20th century with the Scandinavian approach to natural integration," he stressed.
