Pensions for working pensioners will increase, and after they leave their jobs, they will equal payments for non-working pensioners. This was stated by Sergey Chirkov, Chairman of the Social Fund of Russia, in an interview with Izvestia on the sidelines of the St. Petersburg International Forum (SPIEF–2025) on June 20.

"There is an important point: those indexations that were missed in previous periods will be accrued after dismissal from work. Therefore, for now, the size of pensions for working and non-working pensioners is different," Chirkov explained.

He also did not confirm the information that the amount of the increase to payments for working pensioners is only 115 rubles. So, before the New Year, according to Chirkov, the average pension was 18.9 thousand rubles, and since January the amount has increased to 21.2 thousand rubles. In addition, innovations in the field of regional social pension supplements are being prepared.

"There are federal pension supplements for regions where the cost of living is lower than the federal level. The Social Fund of the Russian Federation is already making these payments. In those regions where the living wage is higher than the federal one (currently we have 30 such regions), the subjects themselves make a regional supplement to the pension," Chirkov explained.

This procedure is not very convenient from the point of view of the department, since payments come at different times. It is proposed that the regions of the Russian Federation transfer administrative powers to the Social Fund, and a form of agreement has been developed for this purpose. Although the transfer of powers will not be a mandatory requirement, it would be convenient for everyone involved in the payment and receipt of pensions at once, said the head of the Social Fund.

"This is not only convenient for people, for us people are a priority, but it will also allow our colleagues from the regions to redistribute their resources and direct them to social services," Chirkov said.

Svetlana Bessarab, a member of the State Duma Committee on Social Policy, recalled on May 19 that from August 1, individual pension coefficient (IPC) points that they earned over the past year will be added to the pensions of working pensioners. According to her, it will be possible to get up to three IPK points.
