Starting in 2026, Russia will introduce a new measure of social support for large families — housing and family tax payments. Sergey Chirkov, Chairman of the Social Fund of the Russian Federation, told Izvestia on June 20 on the sidelines of the St. Petersburg International Economic Forum (SPIEF-2025).

"In our country, the so-called housing and family tax payments will be provided. This is a new measure of social support, which is also administered by the Social Fund. The law on this issue has already been adopted," he said.

Chirkov stressed that families with two or more children, whose income does not exceed 1.5 minimum subsistence level per person, will be able to receive compensation. According to the fund's estimates, more than 7 million families will apply for the measure. In this case, the amount of the final amount will be calculated individually based on income.

"The Social Fund has already started preparing for this payment and will try to carry it out according to the principle of the social treasury: only on the basis of a family statement without providing any documents, using the data that colleagues from other government agencies will give us," said the chairman of the Social Fund.

On May 29, Russian President Vladimir Putin pointed out the need to create special conditions for families with three or more children. According to the head of state, there is currently a significant increase in the number of large families in the country, and the authorities are regularly expanding measures to support them.
