Krasnov announced simplification of doing business in Russia

Russian Prosecutor General Igor Krasnov announced measures to reduce the administrative burden on entrepreneurs. He announced this on June 20 at the session "Reducing the regulatory and administrative burden as a condition for freedom of entrepreneurship, attracting investments and mutually beneficial cooperation" within the framework of the St. Petersburg International Economic Forum (SPIEF-2025).
According to him, the Prosecutor General's Office has achieved the integration of the Mercury and Honest Sign state systems, which has eliminated duplicate operations in the production and turnover of food products.
"Now entrepreneurs don't waste time and money on various procedures that could have been shortened," he said.
According to him, registration on one platform now automatically transfers the necessary information to another. The agency continues to work in this direction — two weeks ago, the government decided to integrate labeling systems with other information databases. This should strengthen consumer protection against counterfeiting and simplify business processes.
The Prosecutor General stressed that excessive licenses and certificates are becoming an obstacle for young entrepreneurs. He suggested creating reliable support mechanisms for grant recipients and continuing the inventory of licensing procedures.
In addition, Krasnov noted the need to simplify activities in the construction industry. The Prosecutor General's Office proposed using a "one-stop shop" mechanism on the Gosuslugi portal to coordinate connections to utility networks.
In his opinion, in those areas where risks are minimal and alternative forms of control are available, special permits should be abolished.
Deputy Prime Minister Alexander Novak said on June 18 that the small and medium-sized enterprises (SMEs) sector is showing the best adaptation to new challenges and uncertainties. It was clarified that the share of SMEs in the country's gross domestic product (GDP) reached 21.7%. Almost every second Russian is employed in this sector. According to the government, the number of employees in SMEs has exceeded 29 million people, which is about 40% of the total number of employees.
