Some of the foreign brands that left the Russian Federation in 2022-2023 will have to undergo a law enforcement check upon their return to the country. Deputy Finance Minister Ivan Chebeskov told Izvestia about this on June 19 on the sidelines of the St. Petersburg International Economic Forum (SPIEF-2025).

According to him, this will affect those who can buy back business shares on non-market terms. This list will also include enterprises that failed to fulfill their obligations to partners and employees before leaving the Russian Federation.

"When some companies left Russia, they used these funds to finance the Armed Forces of Ukraine (AFU), therefore, a decision by law enforcement agencies will be necessary, here we will rely on the opinion of colleagues," the deputy head of the department said.

In addition, Chebeskov stressed that industry legislation may establish requirements for companies that enter the Russian market.

"This is a global practice, we have nothing special here, but taking into account our experience in 2022, of course, these requirements will differ from those that we previously had in legislation," he said.

Therefore, the Ministry of Agriculture, the Ministry of Industry and Trade, and the Ministry of Energy will be able to propose and set their own additional requirements for companies, and then apply them in practice after government approval. The Cabinet of Ministers will consider difficult cases individually on the commission.
