The signing of four environmental agreements at SPIEF 2025 is a guarantee of St. Petersburg's environmental well-being and an important step towards a closed—loop economy, Governor Alexander Beglov said.
The fundamental document was the framework agreement on cooperation with the Russian Environmental Operator. It involves the development of waste management infrastructure in the city, attracting investments in the waste processing industry of St. Petersburg.
"St. Petersburg is taking a systematic approach to the formation of a closed-loop economy. We see how waste treatment and recycling projects are actively developing here, and infrastructure initiatives are being implemented. For example, in 2024, the KPO Volkhonka was introduced. This is an important contribution to achieving the national goals of reducing landfill and reusing recyclables. We appreciate our cooperation and are ready to support the region in the implementation of environmentally significant projects," said Irina Tarasova, CEO of PPK REO.
Another agreement has been signed with Akron Holding. It involves the creation of a new production facility for waste management of electronic and electrical equipment.
The city also agreed with Nevaspetsplast LLC to establish the largest plastic waste recycling facility in the North-West of Russia with a capacity of up to 20 thousand tons per year. The resulting products will be used as raw materials for the manufacture of new food packaging.
As part of the agreement with Nevsky Ecological Operator, a Novoselki waste recycling complex (with a capacity of 600 thousand tons) will be built in St. Petersburg. MSW per year). It will be equipped with modern equipment and technologies to return more resources to recycling, including the processing of organic fractions into technogrunt and the production of alternative fuel briquettes.
The total investment volume under the four agreements will amount to about 22 billion rubles.
"All agreements are of strategic importance. They are aimed at ensuring environmental well-being in St. Petersburg and developing a waste recycling system. We aim to create a complex for the treatment of municipal solid waste "Novoselki", the construction of enterprises for the disposal of electronic and electrical equipment, plastic waste," said Beglov.
According to him, "the agreements will become the basis for St. Petersburg's transition to a closed-loop economy, will create conditions for deep processing and recycling, will significantly reduce the burden on natural resources and improve the quality of life of citizens."
