Bank ROSSIYA and VEB.The Russian Federation signed a cooperation agreement at the St. Petersburg International Economic Forum (SPIEF-2025), which will help to cooperate under the Project Finance Factory program. The signing on June 19 was attended by Tatiana Polinko, Chairman of the Management Board of Bank ROSSIYA, and VEB's First Deputy Chairman.Russian Federation Alexey Miroshnichenko.

As part of the cooperation, Bank ROSSIYA will also provide VEB.Russian Federation financing in the amount of 10 billion rubles, which the state corporation uses to loan projects during the implementation of the VEB.RF strategy.

The mechanism of the "Factory" provides for the financing of projects on the basis of syndicated loan agreements. Agreement on participation in the program between Bank ROSSIYA and VEB.The Russian Federation (the operator of the Factory and the organizer of syndications) assumes the possibility of the Bank's participation in the examination and financing of investment projects.

Miroshnichenko said that the strategy of VEB.The Russian Federation until 2030, recently approved by the Supervisory Board of the state corporation, provides for a significant increase in financing for major investment projects, the development of anchor settlements and geostrategic regions, technological leadership projects, export support and entrepreneurship.

"To achieve this scale of tasks, we need to increase the pool of partners from among commercial banks. Participation in syndicated lending, including within the framework of the Project Financing Factory, is one of the possible formats of such a partnership. Bank ROSSIYA and the Republic of Sakha (Yakutia) also signed a cooperation agreement on this day as part of the second day of SPIEF 2025. The agreement provides for the participation of the regulator in the socio-economic development of Yakutia, work on attracting private capital to the economy and social projects of the republic.
