Government regulation in the field of artificial intelligence (AI) development is inevitable. This was announced on June 19 by the head of Sberbank, German Gref, during the session "Artificial Intelligence: from discussion to implementation" at the St. Petersburg International Economic Forum (SPIEF-2025).

"In general, I agree. Regulation cannot be avoided. AI technologies, in addition to a huge number of advantages, carries a large number of risks. The state must control these risks," Gref said.

According to him, at the moment, three areas of AI regulation can be distinguished.

"The first is stimulating regulation, such as the United Kingdom, where the most comfortable conditions for development are created. The second type of regulation is the regulatory type applied by the EU countries. They were the first in the world to adopt comprehensive rules. Everything is fine with regulation in the European Union, but there is no artificial intelligence," the head of Sberbank emphasized.

Gref stressed that the third type of regulation is hybrid. He added that such countries include the United States, China and Russia, where there is a symbiosis: there is regulation and support.

At the same time, Gref urged not to rush into regulation, as this could negatively affect AI developers.

On June 9, Dmitry Grigorenko, Deputy Prime Minister of the Russian Federation, announced that the Russian government would create an Artificial Intelligence (AI) Development Center in order to systematize the introduction of technologies on the territory of the state. In addition, the center is tasked with achieving regulatory and legal regulation aimed at ensuring the safety of artificial intelligence technologies in Russia.
