After the law on criminal liability for droppers comes into force, about 2 million people involved in illegal schemes may become involved in criminal cases in the country. This was announced on June 19 by Danil Filippov, Deputy head of the Investigative Department of the Ministry of Internal Affairs of the Russian Federation, during the session "Telephone scammers: how much is possible? A frank conversation with Olga Skabeeva" at the St. Petersburg International Economic Forum (SPIEF-2025).

"As soon as the law comes into force, 2 million potential criminals — we will come to them accordingly. Therefore, there is time to abandon this criminal activity, close these accounts, stop using and transferring accounts," Filippov said.

The representative of the department noted that due to cooperation with the Central Bank, the Ministry of Internal Affairs has the names and surnames of 30 thousand droppers at its disposal.

On June 18, the Federation Council at its plenary session approved a bill on the introduction of criminal liability for droppers. Now it will affect individuals who knowingly received a reward for transferring banking details to intruders. The punishment provides for a fine of 100,000 to 300,000 rubles, correctional labor or imprisonment for up to three years.
