During SPIEF 2025, the Moscow Department of Investment and Industrial Policy signed an agreement with the Ministry of Industry and Trade of the Russian Federation and the Medical Equipment Consortium on cooperation in organizing the production of high-tech medical equipment and the creation of a medical and technical cluster in the Technopolis Moscow SEZ. This was stated by the Minister of the Moscow government, the head of the Diplomatic Mission Anatoly Garbuzov.

"On behalf of Moscow Mayor Sergei Sobyanin, the city is actively developing high-tech industries. An important role in this is played by the creation of clusters, in particular on the territory of the Technopolis Moscow special economic zone. Today, one of the largest pharmaceutical clusters in Russia is already successfully operating here. It includes 14 companies, 8 of which have already started production. As part of the signed agreement, we plan to create another cluster aimed at developing the medical industry. He will specialize in the development of high—tech medical equipment," said Garbuzov.

The parties to the agreement will discuss and present joint proposals for the organization of the production of medical equipment in a new medical and technical cluster based on the Technopolis Moscow SEZ. According to Vasily Shpak, Deputy Minister of Industry and Trade of the Russian Federation, this will be an unprecedented experiment on the scale of Russia. "Despite the presence of more than 40 industry—specific import-substituting industrial clusters, there has not yet been a single one focused specifically on the production of medical equipment," Shpak stressed.

"Today, the system of industrial clusters is recognized as one of the most effective tools for the development of investment and industrial policy for domestic enterprises. As part of the development of our practical trilateral cooperation, a cluster office has already been located on the basis of the Technopolis Moscow SEZ, and a production site for a new multi—brand manufacturer of expert-level medical equipment, NPO RMed JSC, is expected at the end of this year," said Kirill Litvitsky, CEO of the Medical Equipment Consortium.
