The participants in the special military operation (SVO) are the new elite of Russia. This was announced on June 19 by the Governor of the Vologda Region, Georgy Filimonov, in the Izvestia studio at the St. Petersburg International Economic Forum (SPIEF-2025).

"We select personnel from among combat veterans, former participants in a special military operation in order to consider them as heads of government bodies, subjects and municipalities," the governor said.

Filimonov clarified that this was how Anton Tropin, a veteran of the SVO, became the head of the Nyuksen district of the Vologda Region. He replaced Yulia Shevtsova, who was dismissed due to the "dishonorable behavior of her daughter."

"As for the support of participants in the special military operation and their family members, I would like to say that in the Vologda Oblast we have already allocated more than six billion rubles from the regional budget for these purposes," the governor added.

According to Filimonov, the military personnel are not divided into categories — they are all "heroes, the best, Russian warriors."

"And, of course, as for the prospect of appointing military veterans and members of the SVO to senior positions, this is one of our priorities in managerial work, because this is the new elite of Russia, as our president [Russian President Vladimir Putin] said. And I completely agree with this approach," the governor concluded.

On May 25, Putin said that it was necessary to take care of personnel when performing combat missions. As the president noted, Russian soldiers participating in a special military operation perform no less feats than the heroes of the Great Patriotic War.
