Avito called for fair regulation of various categories of the self-employed in the platform economy. This statement was made by Vlad Fedulov, Managing Director of the company, at the session "Platform Economy — the economy of the future" within the framework of SPIEF-2025.
"When developing legislation on the platform economy, it is important to take into account the differences between the self-employed and between the types of platforms separately. We support the Government's initiatives to create balanced regulation that would take into account the specifics of the functioning of digital platforms in order to ensure their effective development and integration into the modern economy. At the same time, it should create conditions for the further development of the institute of self—employment," said Fedulov.
The Managing Director of Avito emphasized that the self—employed are a heterogeneous group, and it is important to separate them into separate clusters for more precise regulation. He noted that, according to the Federal Tax Service, as of May 31, 2025, a record number of self—employed people was recorded in Russia - 13.5 million people. At the same time, of the 8.5 million active self-employed, only a third work on employment platforms, the rest are small entrepreneurs with a high degree of independence.
Services such as Avito Moonlighting, unlike the already familiar classifieds of services, often have an impact on pricing, as well as on the conditions for the provision of services by the self-employed, the company emphasized. Performers can choose orders that are convenient for them, and their activities are regulated by platform algorithms that affect the process and conditions of order fulfillment.
Marina Bludyan, First Vice President of Opora Russia, in turn, noted that the regulation of digital platforms should be phased and take into account the diversity of models. "Regulation of digital platforms should be like setting up a delicate mechanism — careful, step-by-step and necessarily taking into account the real variety of models. One rule definitely won't work for everyone," she said.
The session participants discussed the importance of maintaining the pace of development of the digital economy and platforms. At the same time, they stressed the need to create a fair framework for market players.
