
Child torture: why did a gypsy boy throw himself under a car

A young representative of the Roma community was almost injured while trying to "ram" a car at a pedestrian crossing in Korolev, Moscow region. Law enforcement agencies are checking the version about the staging of the accident — the child could have been forced to commit a dangerous trick by relatives in order to receive compensation. A test of strength
A video from an outdoor surveillance camera that recorded the moment of a child's collision with a car has gone viral online. The footage shows several women with numerous children of different ages approaching the pedestrian crossing. At that moment, when the women were on both sides of the roadway, a car appeared on the road, which was moving at low speed. As the car was passing through the zebra crossing, a preschool-age boy rushed at it and hit the starboard side. As a result of contact with a moving car, the child bounced off, hitting his head on the asphalt. A relative, presumably, approached him immediately, and another woman ran towards the driver. As it turned out later, all these people were representatives of one of the Roma families.
A recording of the incident got online with a note that the footage was a staging of an accident in Korolev, Moscow region. Izvestia sent a request and found out the details from representatives of the Moscow region police. The accident really happened a few weeks ago on Suvorov Street in Korolev.
"During the proceedings, the police preliminarily established that the driver, while driving, collided with a boy born in 2019, who abruptly ran out onto the roadway. At that time, his mother, born in 1998, was nearby and did not provide him with control when crossing the road. The minor received medical assistance on the spot, and his mother refused to be hospitalized. In addition, the police brought her to administrative responsibility under Article 5.35 of the Administrative Code of the Russian Federation for non—fulfillment of duties related to the maintenance and upbringing of a minor," Izvestia said in a response to a request.
The police explained that the child had formally violated traffic regulations, but he was not subject to administrative liability due to his age.
"On the fact of possible illegal activities related to the staging of an accident, the police are conducting an inspection, according to the results of which a decision will be made in accordance with the established procedure," the response to the request clarifies.
How the scheme works
Meanwhile, there are real reasons to believe that adults could use a child in such an inhumane way for the sake of criminal earnings. Such stories are known from the legal practice of previous years. In addition, similar cases have been recorded in recent years in different regions of the country — only a few were reported in the press in Moscow, St. Petersburg, Kazan, Rostov-on-Don.
— The peak of this kind of crime occurred in the 90s, the "noughties". In the last decade, this type of auto—installation began to become a thing of the past — today there are too many cameras on the streets and recorders in cars," an expert in law enforcement agencies told Izvestia. According to him, nonresidents and foreigners decide on such adventures, who do not understand well that almost everything that happens on the streets of big cities is recorded on camera.
— At the same time, the new generation of drivers is hardly familiar with this kind of deception, and criminals use it.
How to behave as a driver
Experts strongly advise motorists to remain calm in such situations and not to agree to the demands of the "victims." If an incident has occurred, it is necessary to call the police and record all the details of the incident, including the presence of video recordings from surveillance cameras, if any.
— There are a lot of video recording devices for motorists on the market now, recordings from these devices are often proof of innocence in such situations, — says lawyer Ekaterina Krasnova. "In such cases, it is very useful to have witness statements, as well as dashcam recordings."
It is also worth remembering that demanding money under threat of contacting law enforcement agencies can be recognized as extortion, which is a criminal offense.
Features of ethnic crime
According to the former operative, an expert on ethnic organized crime, such schemes with road accidents are typical for Roma criminal groups.
— The Roma community is a complex social structure with pronounced traditions, internal hierarchy and behavioral patterns. There are very different people there: there are representatives of the creative intelligentsia among them, I had several colleagues-operatives from the Gypsies, there are even IT specialists. But there are also groups that live in disregard of Russian law.
According to him, the involvement of children in criminal schemes is a distinctive feature of Gypsy organized crime.
— The upbringing of children in some Roma families is characterized by rigidity. Older children obey implicitly, disobedience is severely punished. There are known cases of child abuse in certain families.
According to him, the Roma communities have their own structures headed by the so-called barons. Certain families are subordinate to the barons.
"The barons in the criminalized Roma communities gather for meetings, divide the territory into areas of influence," says the former detective.
He says that in such ethnic communities, the main burden falls on women and children.
— The barons and men themselves are not eager to work. One of my gypsy wards reported that the women of her camp sighed after Khrushchev signed the "law on the settlement of Gypsies" (referring to the decree of the Presidium of the Supreme Soviet of the USSR "On introducing Gypsies engaged in vagrancy to labor." — Ed.). She said that at that time they began to have houses, but before that they were nomadic, after two weeks the camp moved from one place to another — they had to rebuild tents and build bonfires. All these responsibilities are on the shoulders of women among patriarchal gypsies.
According to him, the difficulty in suppressing the activities of Roma criminal groups lies in the fact that relationships within and with the outside world are based on their own rules, often secret.
"There are both criminal elements and honest people within the community, which requires a differentiated approach," says a retired police officer. — Gypsies find it difficult to make contact, they require purposeful work to establish trust. But if there is a good contact within the community, then the information about the group's activities will be comprehensive. As a rule, a large number of family members know about crimes, both committed and planned.
