- VTB has become a participant in the program of preferential lending to SMEs in the field of urban economy

VTB has become a participant in a new program of "umbrella" guarantees for small and medium-sized businesses in the urban economy. This was reported in the press service of the bank.
"We have become the first participant in this important government program. Its implementation is carried out jointly with VEB.The Russian Federation and the SME Corporation will become an additional driver for the development of small and medium—sized businesses in Russia and will allow enterprises to implement their investment plans, increasing the sustainability of the country's economy and creating new jobs," said Denis Bortnikov, Deputy President and Chairman of the Management Board of VTB.
VTB has entered into a trilateral agreement with VEB.The Russian Federation and the SME Corporation during the St. Petersburg International Economic Forum (SPIEF-2025).
It is noted that the new program will expand access to finance for SMEs, especially in priority sectors of the urban economy. It involves the joint guarantee of VEB.Russian Federation and SME Corporations, covering up to 50% of the loan amount. This structure makes it possible to reduce risks for the bank and increase the availability of financing for enterprises that previously found it difficult to obtain loans on favorable terms.
Financing is available for up to 10 years. The amount of financing for investment purposes is up to 2 billion rubles, for business development — up to 50 million rubles. The program provides for a simplified procedure for obtaining guarantees.
VTB has already approved the first projects for inclusion in the register of loans.
Deputy Chairman of VEB.Daniil Algulyan of the Russian Federation noted that "the joint umbrella guarantee program is a new tool." "It will increase the availability of financing for entrepreneurs who create a new quality of life in cities. The volume of VEB's participation. The Russian Federation's participation in the program is 25 billion rubles," Algulyan stressed.
Alexander Isaevich, CEO of the SME Corporation, added that support for the sector "will have a positive impact not only on the quality of the business environment, but will also contribute to the development of territories and increase the investment attractiveness of regions."
