In the period from 2027 to 2030, the implementation of the KAD-2 construction project may begin. This was announced by the Governor of St. Petersburg, Alexander Beglov.

He called this route optimal for the city, as it will be directly connected to the M-11 highway and the Latitudinal Highway. Beglov expressed hope that the roads of the Northern capital will become freer.

According to the governor, quoted by the 78 TV channel, the new highway will give an impetus to the development of territories within the agglomeration, new industrial parks and logistics centers will appear. KAD-2 will further link St. Petersburg and the Leningrad Region into a single economic space.

In the summer of 2021, President Vladimir Putin instructed the heads of the two regions to start work on the KAD-2 project again. Later, the state-owned Avtodor company began designing the first stage of the second ring road around St. Petersburg.
According to Vice-Governor Nikolay Linchenko, these are the connections of the M-11 with the Murmansk highway and the construction of a bridge across the Bolshaya Neva. The crossing should reduce transit traffic from the northern direction of the Murmansk region and relieve the cable-stayed Bridge operating at the capacity limit.

Earlier it was reported that seasonal tariffs for passenger cars on the main suburban routes on Friday, Saturday and Sunday have been introduced on the M-11 toll highway from Moscow to Solnechnogorsk since May 12. On the section from MKAD to Zelenograd, travel on Fridays and Saturdays now costs 800 rubles (instead of 750 rubles), to the Central Ring Road — 1.2 thousand rubles (instead of 1.1 thousand rubles), to Solnechnogorsk — 1.6 thousand rubles (instead of 1.4 thousand rubles). Seasonal rates will be valid until October 19th.
