Sailing infrastructure will be built on the shores of the Baltic Sea and Lake Ladoga. The basis for its development will be the creation in St. Petersburg of Russia's largest marina for mooring and parking motor and sailing yachts.

According to Alexander Beglov, the Governor of St. Petersburg, the city has opportunities for cooperation with the Leningrad Region, Karelia and the Kaliningrad region.

At the moment, Beglov added, as part of the St. Petersburg Marina tourism and recreation cluster project, measures to change the Rules of land use and urban development are being completed in Gorskaya. Documents are being prepared to create the resort's engineering infrastructure. The M-32 road is under construction, which will become the first of three highways providing transport accessibility to Gorskaya, as well as with the M-49 and M-1.

First, the building of the Sailing Academy will appear on the territory of the complex. But the full-fledged development of the resort will begin only after the investors coordinate the projects with the authorities, the document approval procedures are completed, and all property and legal issues are resolved.

78 TV channel clarifies that the agreement of intent to create the cluster was signed by the government of St. Petersburg, the Tourism Corporation of the Russian Federation, Gazprombank and the Yacht Club of St. Petersburg at SPIEF 2024. The authorities expect that 1.3 million tourists will visit the resort every year. The anchor facility promises to be a yacht marina with an area of about 30 hectares. During the summer season, the harbor will simultaneously accommodate about 400 motor and sailing yachts.

The area of the resort will be 160 hectares. There will be public areas, an educational center, a boathouse, sports and educational centers, a film industry complex and the historical Poltava shipyard, hotels with 7,000 rooms, an extreme park, an artificial pond, buildings for children's laboratories and sections.

Alexander Beglov, the Governor of St. Petersburg, presenting a report on the work of the city government to the deputies of the Legislative Assembly, said that almost all megaprojects are under implementation or active preparation. The key object of the transport framework of the city is the Latitudinal highway of high—speed traffic. In December last year, its first stage was completed — the Vitebsk interchange was opened. A concession agreement has been signed for the construction of the next stages. Federal co-financing of the project in the amount of 90 billion rubles has been provided.
