AvtoVAZ will reduce the plan for 2025, said First Deputy Prime Minister Denis Manturov. He stressed that this would happen for reasons beyond the control of the domestic automaker.

"If they were of poor quality and unavailable for purchase, half a million units would not have been produced and sold last year. Yes, this year there will be a decrease for objective reasons, independent of AvtoVAZ and certainly not from their quality, related to a decrease in demand," RBC quoted Manturov as saying on June 17.

The first Deputy Prime Minister explained the decrease in demand for cars with favorable deposit rates — some citizens prefer to hold funds at a conditional 20%, receive additional income and postpone the purchase of a car.

The day before, it was reported that AvtoVAZ may reduce the production plan for 2025 by 20%, to 400 thousand cars. The reasons for the drop in sales were a sharp decline in consumer and car loans, as well as a high level of overstocking in the retail network.

In the same interview, commenting on the law on localization of taxi cars from 2026, Manturov noted that this initiative is designed to support the Russian automotive industry. Not only AvtoVAZ and Moskvich fall under the appropriate protection, but also those companies that have signed special investment contracts (SPICs) and assumed additional obligations on the level of localization, he said.

The First Deputy Prime Minister added that last year, demand from the taxi industry amounted to about 100,000 new cars, which is about 13% of the country's passenger car production. The capacities of Russian car factories are sufficiently developed to meet the needs of this segment, he stressed.

On June 5, it was reported that, as Irina Zaripova, chairman of the Public Council for Taxi Development, stated, there are currently no potentially suitable models of localized cars in Russia for comfort+, business and minivans taxi segments.
