Two regions of Russia were excluded from the "red" zone with high risks of CTP fraud — these are the Karachay-Cherkess Republic and the Chechen Republic. They moved to the "yellow" zone, according to the report on monitoring regional risks of unfair actions in CTP, which the Bank of Russia published on June 17.

Two subjects of the North Caucasus Federal District, the republics of Ingushetia and Dagestan, as well as a subject from the Siberian Federal District, the Novosibirsk Region, remained in the "red" zone.

Thus, in Ingushetia, the values of monitoring indicators are among the highest in Russia. For example, as of April 1, the average insurance payout for the year increased by 27.3%, from 181.2 to 230.7 thousand rubles (2.3 times higher than the national average and is the highest in the Russian Federation), and the frequency of insured events increased by 0.7 percentage points, to 7.9% (84% higher than the national average country).

"The set of measures formed as a result of the meetings to stabilize the situation with unfair activities in the field of CTP is currently under implementation," the report says.

Also, as the regulator notes, the negative dynamics of the risks of unfair actions in the Kamchatka Territory, Ulyanovsk, Kurgan, Chelyabinsk, Lipetsk and Bryansk regions, as well as the Republic of Tatarstan and other regions require attention from the authorities of the constituent entities of the Russian Federation.

The day before, it was reported that the largest share of car owners with the maximum discount for accident—free driving under CTP (from April 1, 2024 to March 31, 2025) was recorded in Moscow - 51%.
