The Ministry of Construction has developed a draft government decree according to which Russians will pay more for water in the absence of meters. The relevant document was published on the Federal Portal of Draft Regulatory Legal Acts on June 16.
According to the document, it is proposed to increase the boost factor to three. Now it is set by the regional authorities — no higher than 1.5 of the standard.
The agency believes that this will increase the responsibility of citizens for water consumption. In addition, the project tightens the procedure for calculating fees for illegal connections to utility networks. A repeat recalculation is possible only if an error is detected.
On March 27, the Ministry of Construction approved amendments to the set of rules for the design of outdoor networks and water supply facilities. Among the three applied scientific studies, the results of which formed the basis for updating the set of rules, the concept of decentralization of water supply to residents of the Russian Federation became particularly significant for the industry. Within the framework of this concept, water in cities, towns or individual houses should come from an individual source.
