The expert spoke about the new rules for calculating vacation pay for Russians


Starting from September 1, 2025, new rules for calculating average earnings will come into effect in Russia. This news directly concerns those who face termination payments, vacation pay, or other compensation. On June 16, State Duma deputy and member of the Committee on Small and medium-sized enterprises Alexey Govyrin told Izvestia about the introduction of new rules for calculating average earnings.
"If earlier they looked at how many working days or hours a person actually had in a particular month, now they will use average values," said Govyrin.
With a standard work schedule, the average daily earnings over the past 12 months will be multiplied by a fixed figure of approximately 21.7 working days per month. This means that the difference between months with different working days (for example, 19 and 23) will no longer affect the total amount of payments.
For employees with special schedules (shift work, shift work), the calculation will change in the same way. The expert explained that in such cases, the average hourly earnings will be multiplied by the average monthly number of working hours, rather than by the actual hours worked.
"If a person works according to a schedule with cumulative working hours, for example, in shifts or shifts, then the formula will be different: the average hourly earnings multiplied by the average number of working hours per month. Previously, in such cases, the actual hours worked were taken into account, but now they take the average indicator again, which is the same for everyone," the expert added.
According to him, this should eliminate the difference in calculations between companies, simplify accounting and make payments more stable in terms of methodology. At the same time, the method of calculating the average earnings — which payments are included, for which period, and what to take into account — has not changed. As before, all regular payments for the last 12 months are taken into account, including salary, bonuses and allowances.
The new rules will be in effect until September 2031. During this time, employers, employees and regulatory authorities will be able to get used to a single algorithm. For most people, these changes will have no effect on the amounts up or down, unless there have been sharp fluctuations in the number of working days. But those who quit or go on vacation during the months with a particularly short or long work schedule should keep in mind that now the calculation will not depend on the calendar. This means that the payouts will become a little more average — without surprises, but also without the benefits of rare long months.
On June 7, Professor Vadim Vinogradov, Dean of the HSE Faculty of Law, announced that pension payments would be increased to certain categories of Russians this summer. According to him, pensioners who have minor children will receive 2,923 rubles for each child, but no more than three.
