Vladimir Koshelev, First Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services, announced on Monday, June 16, that starting from September 1, the requirements for concessionaires responsible for heat and water supply and sanitation facilities would be tightened.
"We have moved away from a situation where concessionaires rent gas and electricity networks for a song, collect billions of payments, but forget about their obligations," he said in an interview with RIA Novosti.
According to him, starting from September 1, concessionaires will have to develop projects for investment programs to modernize the housing and communal services infrastructure. This will make it possible to evaluate and monitor not only the planned indicators of reliability and quality of the services provided, but also the economic effect of the concession agreement as a whole.
Koshelev also stated that clear requirements had been identified to confirm the concessionaire's qualifications.
In mid-April, Alexey Yeresko, Deputy head of the Ministry of Construction, told Izvestia that in the process of updating utility networks, the duration of the summer shutdown of boilers is shortened. However, according to him, it is impractical to reduce the stoppage of hot water supply to apartments from the established 10 days to seven.
