The increase in the average cost per square meter of apartments in new buildings in Russia over the past year has been three times higher than in the secondary market. This was reported to Izvestia on Monday, June 16, by the federal company Floors.
"The price gap between apartments in the secondary and primary markets continues to grow. Over the past 12 months, the average cost of a square meter of secondary housing in Russia has increased by only 4.8%, while in new buildings the increase was 14.3%," said Sergey Zaitsev, director of Floors.
As a result, if in June 2024 the average cost per square meter in new buildings was 8.8% higher than in finished housing, then in June 2025 this difference is already 18.6%, he added.
"The low availability of market mortgages has complicated the purchase of secondary housing, and there are few buyers left on the market with sufficient funds to purchase an apartment, plus some of them keep money on deposits. As a result, demand decreased and there was a price cooling of the market. The growing difference in the price per square meter of secondary and primary housing creates difficulties for improving housing conditions, especially for those who do not have the opportunity to apply for a preferential mortgage," the expert explained.
According to analysts of the federal company "Floors", among Russian megacities, the biggest difference in the dynamics of changes in the average cost per square meter in new buildings and finished housing over the past year was recorded in Novosibirsk, where the average price per square meter in new buildings increased by 14.5%, and in the secondary market — by 0.1%, in Chelyabinsk (19.1% and 0.6%), Omsk (17.6% and 0.6%), Perm (14.7% and 0.7%) and Krasnodar (9% and -2.4%), which turned out to be the only million-plus city with a reduced average cost per square meter of ready-made housing. In Moscow, over the same period, the average price per square meter in new buildings increased by 14%, in the secondary market — by 5.6%.
There are megacities where, on the contrary, the increase in the average price per square meter in the primary market turned out to be lower than for ready-made housing. These included Samara, where the average price per square meter of finished housing increased by 14.7%, and new buildings — by only 1.7%, Rostov-on-Don — 4.2% and 1.1%, respectively. In Ufa, the average price per square meter in the primary market showed zero dynamics, while in the secondary market it increased by 0.9%. And in Kazan, both primary and secondary housing have increased in price more significantly than in other megacities — by 21.1% and 13.3%, respectively.
Earlier, on January 9, Izvestia got acquainted with a study by the Aeroplane company, which reported on the mandatory amenities of Russians when buying an apartment. According to experts, in the new year Muscovites want to buy apartments with dressing rooms (23%), built-in closets (15%), additional outlets on the balcony (13%), a second bathroom (12%), a master bedroom (9%) and a niche for a washing machine (8%).
