Scientist light: the first state rating of universities and colleges has been launched in Russia
On June 15, the first state ranking of universities and colleges was launched in Russia, which makes it possible to assess the demand for graduates of educational organizations in the labor market. It is calculated separately for different areas of training and level of education — master's degree or residency, specialty and colleges. Moreover, the authorities assess precisely the real achievements — the level of employment and the median salary. The first places in it are not always occupied by obvious educational institutions: for example, Tatarstan Innopolis, as well as the Polar State University, have become leaders in engineering and technology, in addition to MIPT, HSE and MEPhI, Bauman Moscow State Technical University. What is the national ranking of universities and colleges?
On June 15, a national rating of the level of employment upon completion of studies in educational institutions was launched in Russia. This tool allows you to assess the demand in the labor market for people who have received higher or secondary specialized education, compared with graduates from other institutions. The Ministry of Labor, the Ministry of Education and Science and the Ministry of Education participated in the formation of the calculation methodology.
President Vladimir Putin set the task of creating the rating for the government back at the SPIEF in 2023. Work on such a mechanism is one of the activities of the national project "Cadres".
The rating shows only real "achievements" — the employment rate of former students two years after graduation and their median salary. Beyond it are assessments of the scientific contribution of universities and colleges, and the quality of student life. The indicators are calculated based on data from Rosobrnadzor, the Social Fund, information on employment and salary.
Universities are divided into eight areas, including mathematics and natural sciences, engineering, technology and technical sciences, healthcare and medicine, agriculture, social sciences, education and pedagogy, humanities, and culture. Each educational institution can be present in several of these groups at once.
The colleges are completely divided into 29 areas, for example, nuclear, mining, transportation, construction, pharmaceutical and chemical industries. However, they can only be represented in one ranking — in the main field of graduate education.
In addition, the ratings are presented according to the number of graduates — above and below the median. This makes it possible to show effective educational institutions, even if a relatively small number of young people enroll there.
The best universities for applicants in 2025
Izvestia studied the first-time published government ratings. The top includes not only educational institutions that are already well-known and are considered the most profitable for admission, but also lesser-known options. For example, in addition to the well-known Moscow MIPT, HSE, Financial University under the Government, and MEPhI, Innopolis University (located in Tatarstan), Polar State University (Krasnoyarsk Territory), and HSE campuses in Nizhny Novgorod and Perm are among the top universities in engineering, technology, and technical sciences for bachelors and graduate students.
In agriculture and agricultural sciences, the Kaluga branch of the Russian State Agrarian University named after Timiryazev, Mytishchi branch of Bauman Moscow State Technical University, Moscow State Academy of Veterinary Medicine and Biotechnology — MBA. Scriabin and Novosibirsk State Agrarian University. As well as the Northeastern Federal University named after Ammosov (Yakutia), the Far Eastern State Medical University of the Ministry of Health of the Russian Federation (Khabarovsk Territory), Tomsk Polytechnic University (Yurginsky Institute of Technology).
Within the framework of the Master's degree in mathematics and natural sciences, the leaders included the Higher School of Economics (branch in Nizhny Novgorod and Moscow), the Financial University under the Government of the Russian Federation, as well as ITMO University (St. Petersburg National Research University of Information Technology, Mechanics and Optics) and the Skolkovo Institute of Science and Technology. In addition to them, the St. Petersburg State Electrotechnical University named after LETI. Ulyanova and Alekseev Nizhny Novgorod State Technical University. The best bachelor's degree graduates in mathematics and natural sciences are trained by ITMO University.
And among the educational organizations that train specialists in the framework of secondary vocational education in the mining industry, the leaders include the South Yakutsk College of Technology, the Regional Technical College in Mirny (Yakutia), the Agoshkov Trans-Baikal Mining College, the Aldan Polytechnic College of the Republic of Sakha and Yugorsky State University (Industrial Instituteut), as well as Mining and Geological College (Yakutia), Bodaibinsky Mining College (Irkutsk region) and Mining College (Magadan region).
Of the 47 ratings for colleges, Moscow educational organizations took the first places in eight of them, and the remaining 39 were regional, Elena Kuznetsova, director of the Yakov and Partners Institute for Economic Research, drew attention. Yakutia (five educational institutions), the Krasnoyarsk Territory, the Republic of Tatarstan, St. Petersburg and the Yamalo-Nenets Autonomous District (three colleges each), the Perm Territory, the Murmansk and Tula regions (two each) became the leaders.
Why do we need a state rating of educational institutions?
This rating is especially relevant for subjects and their residents: more than 50% of universities and about 80% of colleges are regional educational organizations among the leaders of the rating, said Guzelia Imayeva, Director General of the NAFI Analytical Center. This mechanism provides a single coordinate system for applicants, parents, employers, universities and colleges themselves. Thanks to it, it becomes easier to understand what real effect a diploma will have, regardless of where the student plans to study, in the capital or in his native region, she explained.
The rating shows that metropolitan education is not equally in demand, and a regional university can be competitive nationwide, agrees Elena Kuznetsova from Yakov and Partners.
At the same time, it is important that real achievements are taken into account, and not such secondary factors as the quality of student life, passing grades, and expert opinions.
— The new rating will not include criteria such as brand fame or international fame. Therefore, a number of regional universities and colleges will have a chance to get to the top of the ranking if it turns out that their graduates are in high demand among employers in their industries," explained Natalia Milchakova, a leading analyst at Freedom Finance Global.
Another value of the new government ratings is the assessment of secondary vocational education. This is the first attempt to assess the demand for college graduates in the labor market globally, nationwide, said Elena Kuznetsova from Yakov and Partners.
Now, with a shortage of staff and record low unemployment, the demand for many skilled jobs is growing, and there has been no objective comparative information on colleges so far, she recalled. Therefore, data on job success is especially important for secondary vocational education.
How the rating will help applicants and employers
The state rating will help applicants to make a choice not blindly, says Yaroslav Kabakov, Director of Strategy at Finam IC. Employers will be able to better navigate the quality of specialist training in different educational institutions, and universities and colleges will be more active in building programs that meet market demands. This will strengthen the link between education and the economy, increase the efficiency of graduate employment and reduce the risk of personnel shortages.
Thus, the new system will focus not on prestige, but on the practical benefits of education, with an emphasis on the real professional prospects of graduates, Yaroslav Kabakov added.
— In addition, the difference between the state rating is the ability to take into account its information for making managerial decisions, in particular, for distributing admission control figures, for regulating the number of paid places for applicants, and for evaluating the fulfillment by universities of their strategic development goals, — said the Vice—rector of the Russian University of Economics. At the same time, it is important to understand that a rating will not help a graduate choose a future profession. It will allow you to choose only the place where it is better for those who have already decided on the field of activity to go.
