On September 1, 2025, a decree banning the keeping of certain types of wild animals at home will come into force in the Russian Federation. This was announced on June 12 by State Duma Deputy Alexander Yakubovsky.

"Large predators such as lions, tigers, hyenas and wolves, venomous snakes such as cobras, mambas, birds of prey such as owls, hawks, marine mammals such as dolphins, seals, as well as most primate species have been banned. Gibbons, baboons, capuchins, macaques and other representatives of this order are directly indicated in the list. An exception has been made, in particular, for one of the species — magota," he said during an interview with RIA Novosti.

In total, the document lists 121 species of animals that have been banned. So, it includes some turtles, including caimans, crocodiles, scorpions and artiodactyls such as giraffes and hippos.

"Violation of the ban entails administrative liability — a fine of up to 3 thousand rubles is provided for citizens, up to 15 thousand rubles for officials, and up to 30 thousand rubles for legal entities. If the animal belongs to a rare and protected species, criminal liability is possible up to imprisonment for up to four years," the parliamentarian said.

On May 13, lawyer Sean Betrozov warned about the responsibility for keeping a number of wild animals. According to art. 8.52 of the Code of Administrative Offences of the Russian Federation, citizens can receive a fine from 1.5 thousand to 3 thousand rubles, officials — from 5 thousand to 15 thousand rubles, legal entities — from 15 thousand to 30 thousand rubles.
