The lawyer gave the reasons for the refusal to travel abroad.


A ban on traveling abroad can be obtained for debts on housing and communal services or a refusal to demolish an unauthorized building. Lawyer Diana Srok told Izvestia about this on June 11.
According to her, in order to be refused to travel abroad, it is enough to have an alimony debt in the amount of 10 thousand rubles. In the case of loan arrears, unpaid bills for housing and communal services or debts to the tax service, this amount starts from 30 thousand rubles.
The lawyer explained that travel bans are also imposed for less obvious reasons, including for refusing to demolish an unauthorized building by court order or in the case of unlawful dismissal of an employee by the employer and refusal to take him back, despite a court decision.
She stressed that the existence of a writ of execution would be the basis for a travel ban only if the document was ignored during the period set for its voluntary execution. She added that a travel restriction order is usually issued for six months, and then it is extended or canceled depending on whether a person closes all their obligations. It is specified that when the reason for the restrictions is eliminated, all prohibitions will be lifted automatically by the bailiff.
The lawyer noted that sometimes restrictions on movement are unlawful. In such cases, bailiffs do not send a resolution on the initiation of enforcement proceedings and do not give the debtor the opportunity to voluntarily repay the debt. In such circumstances, an exit ban would be considered illegal.
On April 21, the Federal Bailiff Service (FSSP) of Russia reported that it had recorded almost 10 million enforcement proceedings with restrictions on travel abroad. At the same time, they added that this figure is 3 million more than recorded on March 1 last year.
