Migration Service Worker's Day on June 14 — the history of the profession
The history of the migration service in Russia goes back to the distant past. Already in Ancient Russia, there were princely orders that regulated the movement of people, controlled entry and exit from the territory of the principalities. At that time, attention was primarily focused on military security and taxation.
In 1719, Peter the Great signed a decree on the registration of foreigners arriving in St. Petersburg. Since then, accounting for the movements of foreign nationals has become part of the State system. They were handled by the offices of the governors and special police structures. With the development of the state, these functions became more and more formalized. By the end of the 19th century, passports were introduced, and it became necessary to systematize work with foreign citizens moving around the country.
The passport and visa police units of the Ministry of Internal Affairs of the Russian Empire dealt with these issues, forming a system of accounting and control, many elements of which survived until the 21st century. Even then, visa regimes, quotas, property qualification and a system of surveillance of foreign citizens were in practice.
After the 1917 revolution, migration policy shifted its focus to internal processes. However, in 1919, a passport and visa service was established in the RSFSR, which was fixed in the Union's regulatory framework in 1925. All key functions came under the control of the NKVD, then the OGPU, and later again the NKVD of the USSR.
In 1935, the Visa and Registration Departments (OViR) were established to monitor the stay of foreigners, the issuance of permits and the granting of citizenship. This structure lasted until the early 1990s. With the collapse of the USSR, Russia faced a massive influx of internally displaced persons and refugees from the former Soviet republics. In response to new challenges, the Federal Migration Service (FMS) was established in 1992.
In 1999, the service became part of the Ministry of Federation Affairs, National and Migration Policy, and since 2002, its functions have been transferred to the Ministry of Internal Affairs. In the following years, the department was reorganized several times, it was transferred under the wing of various ministries, abolished and restored.
Since 2004, the FMS has again become an independent structure, but in 2016 it finally became part of the Ministry of Internal Affairs, on the basis of which the Main Directorate for Migration was established. The modern structure is responsible for the implementation of migration policy, control and supervision in this area, paperwork, suppression of illegal migration and provision of public services.
Traditions of celebrating Migration Service Worker's Day in 2025
On June 14, solemn meetings and congratulations are being held in the territorial bodies of the Ministry of Internal Affairs throughout the country. An obligatory element of the holiday is honoring those who ensure law and order, regulate the flow of citizens, and help foreigners and displaced persons adapt and formalize their legal status.
