Participants in a special military operation (SMO) can receive new benefits when applying for a civil service. They are offered quotas of 3% among the total number of employees in state and municipal authorities. This was reported to Izvestia by the leader of the Fair Russia — For Truth faction, Sergei Mironov.

"I would like to note that back in June 2023, we introduced amendments on quotas for the employment of SMO participants in government agencies, state organizations, and local governments. They offered to allocate a quota of 3% of the number of employees for them. Our bill was not supported then. In view of the president's instructions, we will introduce it again and insist on this norm," he said.

According to the latest data from Rosstat in June 2021, there were 3.3 million officials in Russia. Based on this figure and a quota of 3%, then about 100 thousand participants of the SMO could get into the authorities, taking into account the population of the new regions.
