At the talks between the delegations of Russia and Ukraine in Istanbul, Turkey, only humanitarian issues can be discussed within the framework of the memorandum, the Russian side is not authorized to discuss the territorial integrity of the country. This was announced on June 10 by Ukrainian President Vladimir Zelensky in an interview with the Hungarian edition of Valasz Online.

"Our memorandum is the basis for negotiations. Based on this, our delegation has a mandate to discuss humanitarian issues," the head of the Kiev regime said.

According to Zelensky, the Russian side allegedly does not have a mandate to negotiate the sovereignty and territorial integrity of Ukraine. However, he clarified that this is a constitutional decision of the country.

On the eve of the first deputy chairman of the State Duma Committee on International Affairs, Alexei Chepa, said that Ukraine was actively opposing the peace agreement. He clarified that Kiev does not even accept Russia's humanitarian steps, which the parties agreed on during the second round of negotiations in Istanbul.
