"A fine of 30,000 is not true. There is no single standard for a fence, the issue is resolved between neighbors by mutual agreement, since too high a fence can create a shadow, and too low does not provide privacy," Sklyanchuk told RIA Novosti.

As Natalia Scriabina, a member of the Russian Bar Association, clarified, there is a set of rules in the country 53.13330.2019, which regulates, among other things, the installation of fences.

"It provides that it is recommended to arrange a 1.2–1.8 m high mesh fence around the perimeter of the sites, and the installation of blind fences is allowed from the streets, driveways and external fences of the sites," she said.

At the same time, fines may be imposed in individual municipalities. They are usually set in the amount of 1 thousand to 5 thousand rubles, in the Moscow region and St. Petersburg - from 5 thousand to 10 thousand rubles.

Judicial lawyer Lyubava Trofimova said on June 9 that the code of rules of JV 53.13330.2019 allows the installation of only mesh or lattice fences up to 1.5 m high between garden plots. At the same time, the rules apply exclusively to gardening co-ops and do not apply to plots for individual housing construction (IHS).
