CC will no longer be able to fake the results of residents' meetings


Starting in September 2025, personal information about the residents of the residential complex will be removed from the register of owners in order to eliminate the misuse of confidential information. This follows from the draft government decree on amendments to the Housing Code, which was reviewed by Izvestia. In particular, the initiative will make it more difficult for management companies to document fake meetings.
Now the initiators of the vote are requesting data on tenants from the register of owners, which is maintained by the Criminal Code. The latter, in turn, is obliged to provide this information within five days. The consent of the owners of the MCD to transfer personal data is not required.
"Unscrupulous management companies often use the data of owners without their knowledge to falsify the results of general meetings," Executive director of the Association of Professional Real Estate Managers "R1" Irene Parsamyan told Izvestia.
Such meetings are often held "on paper," and decisions are made in the interests of the governing organization, she added.
The changes in the residential complex will approve a new procedure for holding meetings at home. The initiator of the discussion must organize a vote on the list of apartments, and citizens will provide personal data for protocols and documents on the rights to premises independently. That is, they will have to confirm their identity before each vote on property issues, otherwise the meeting will not receive a quorum, follows from the explanatory note to the document prepared by the Ministry of Construction.
