Why was the mayor of Krasnoyarsk detained?
Vladislav Loginov, the mayor of Krasnoyarsk, was summoned for questioning on the morning of June 9, after which he was detained. The official was charged with accepting a particularly large bribe — 180 million rubles, the Investigative Committee of Russia reported. According to the case file, part of the funds was transferred to the official in money, and another part was the cost of erecting a bathhouse in his country house.
Vyacheslav Loginov has been mayor of Krasnoyarsk since the fall of 2022, before that, since 2017, he was the first deputy mayor. According to the TFR, the case file covers the period from 2018 to 2024.
— The bribe was intended to ensure the victory of a commercial organization in the competitions of the Municipal government Institution of the city of Krasnoyarsk "Management of Roads, Infrastructure and Landscaping" for the repair of urban roads, — said the official representative of the Investigative Committee of Russia Svetlana Petrenko.
She said that searches and seizures had been carried out in Loginov's office in the Krasnoyarsk city Administration, at his home, as well as at the Department of Roads, Infrastructure and Landscaping.

Loginov's last income statement was posted in open sources in 2022, which was his income for 2021. At that time, he owned three plots of land — 100, 600 and 900 square meters. Together with his wife Anastasia, the official owned an apartment (35 sq. m.) and a private house (238 sq. m.). The income of Loginov's wife in 2021, according to the document, amounted to 5.2 million rubles.
According to a law enforcement source, Loginov was sent to Moscow, where a preventive measure should be chosen for him — the investigation will apply for the official's detention.

In 2012, Loginov held the positions of Director of Supply and Commercial Director of JSC Asphalt Concrete Plant (ABZ). At the same time, he was deputy head of the Department of Urban Development of the Krasnoyarsk City Administration.

According to him, Loginov's wife worked in the Department of Urban Economy and was responsible for finance, but quit in the summer of 2024. The Krasnoyarsk deputy linked her departure to the scandal — the mayor's wife allegedly purchased a set of furniture for 5 million rubles, paying for it in cash, which caused a public outcry.

For residents of Krasnoyarsk, the detention of the mayor was quite expected, said Alexey Boikov, deputy of the Legislative Assembly of the Krasnoyarsk Territory, coordinator of the regional branch of the Liberal Democratic Party.
According to him, the faction in the city council and the legislative assembly has repeatedly drawn the attention of the security forces and governors to corruption scandals in the city administration.

Former Vice Mayor Alexei Davydov and CEO of Promstroy Deckard Khanagyan are also under investigation. The investigation believes that Davydov was an intermediary in negotiations on bribes. Allegedly, they were paid by the general director of the Promstroy company to the head of the Department of Roads, Infrastructure and Landscaping of Krasnoyarsk, Evgeny Zhvakin, for winning tenders for road construction work in the city. What could threaten the mayor of Krasnoyarsk
The punishment for taking a particularly large bribe is imprisonment from 8 to 15 years, lawyers interviewed by Izvestia told Izvestia.

Yuri Levin, a lawyer at the Moscow Regional Bar Association and a member of the Council of Young Lawyers of the Moscow Region, did not rule out that the investigation might also be interested in the mayor's relatives.
Lawyer Andrey Nekrasov believes that the testimony of former mayor's adviser Artur Harutyunyan may be one of the factors proving Loginov's guilt.
— The investigation has a witness who will tell and show everything now. Exactly on the testimony of one such employee, a person can be imprisoned," the lawyer said. — The practice is that if there is such a demonstrative detention, then there is material. The lawyer added that the businessman who allegedly bribed Loginov faces criminal liability if he does not turn himself in to law enforcement agencies.
