The detention of the head of Krasnoyarsk Vladislav Loginov became known in the early morning of June 9. TASS, citing a law enforcement source, clarifies that the mayor was detained on suspicion of accepting a bribe.
At the moment, the necessary operational measures are being carried out in relation to Loginov. The agency also reported that the office of the city administration is being searched.
At the same time, the measure of restraint for the mayor of Krasnoyarsk will be chosen in Moscow, the capital of Russia, a law enforcement source told TASS.
What is known about Krasnoyarsk Mayor Loginov
Vladislav Loginov was born in 1967 in the city of Achinsk, located in the Krasnoyarsk Territory. In 1987, he completed his studies at the Achinsk Military Aviation Technical College named after the 60th Anniversary of the Komsomol, qualifying as an electrical engineer in the field of Aviation Instrumentation.
Years later, in 2008, he graduated from the Siberian Federal University, where he mastered the specialty "Economics and Management at enterprises in the construction industry", having received the qualification of an economist-manager.
In 2012, Vladislav Loginov served as Director of Supply and Commercial Director at JSC Asphalt Concrete Plant. In the same year, he was appointed Deputy head of the Department of Urban Economy of the city of Krasnoyarsk, where he oversaw landscaping issues.
In the period from 2015 to 2016, Loginov served as Deputy Head of the Municipal Order Department of the Krasnoyarsk City Administration. Then he headed the administrations of two districts of the city — first Sverdlovsk, and later Soviet.
Vladislav Loginov has been the head of the city since September 2022.
According to RIA Novosti, the mayor of Krasnoyarsk has a 2015 Range Rover Sport SUV and a BMW K 1600 GTL motorcycle from 2012. On ad sites, such a Range Rover now costs from 2.7 to 5 million rubles, a BMW motorcycle – from 990 thousand to 1.5 million.
In addition, in 2024, the mayor had another SUV on his balance sheet, a 2018 Land Rover Discovery with an estimated cost of 4.5-4.5 million. It was probably sold.
Detention of Councilor Loginov
Earlier, the arrests took place in Loginov's entourage, including his assistants.
In February 2025, a criminal case was opened against Artur Harutyunyan, an adviser to the head of Krasnoyarsk. According to the Main Investigative Department of the Investigative Committee of the Russian Federation for the Krasnoyarsk Territory, he is suspected of having organized and led actions related to abuse of office.
In March, Harutyunyan was detained for a period of 1 month and 16 days until April 12, 2025.
It is known that in September 2023, a notice was published on the electronic trading platform on the holding of an auction for the sale of a municipal complex of non-residential premises. Two companies participated in the bidding, and one of them was recognized as the winner.
Later, in the same year, a purchase and sale agreement was signed between this enterprise and the municipal management company Krasnoyarsk, the transaction amount amounted to 4.5 million rubles. The buyer transferred the funds in full.
However, the contract was cancelled in late November and early December 2023. According to investigators, the decision to disrupt the transfer of the facility and the subsequent termination of the agreement was made by illegal order of the adviser to the mayor.
In addition to Harutyunyan, the former deputy (vice mayor) is currently under investigation. Loginova Alexey Davydov and CEO of Krasnoyarsk Promstroy Deckard Khanagyan.
The investigation believes that when he worked at the mayor's office, the official acted as an intermediary in negotiations on bribes. Allegedly, they were paid by the general director of the Promstroy company to the head of the Department of roads, infrastructure and Landscaping of Krasnoyarsk, Evgeny Zhvakin, for winning tenders for road construction work in the city. The total amount of bribes amounted to 73 million rubles.
The arrest of the mayor of Novocherkassk in May 2025
This is not the only mayor's arrest in 2025. Earlier, the mayor of Novocherkassk was taken into custody.
The Leninsky District Court of Rostov-on-Don has decided to arrest the mayor of Novocherkassk, Yuri Lysenko, on charges of accepting a large bribe. This was reported on May 15 by a correspondent of Izvestia.
"The court decided to satisfy the investigator's request and appoint a measure of restraint for Lysenko in the form of arrest for a period of one month and 29 days, up to and including July 13," the judge announced the ruling.
According to the investigation, the mayor is suspected of receiving illegal remuneration in the amount of 8 million rubles. A criminal case has been opened against him under Part 6 of Article 290 of the Criminal Code of the Russian Federation — "Receiving a particularly large bribe." Lysenko himself pleaded not guilty.
The mayor was detained on May 13 as part of an anti-corruption investigation. The very next day, law enforcement officers conducted searches in his apartment and in the city administration building.
The Investigative Department of the Investigative Committee of Russia for the Rostov region later reported that in 2024 Lysenko received a bribe from a construction company. According to investigators, we are talking about the transfer of a land plot and the subsequent construction of a residential building on it as a form of remuneration.
