Fines for noisy cars may increase by 10 times
The State Duma is finalizing for the second reading a bill that plans to increase fines for drivers of cars and motorcycles for exceeding the noise level on the street by at least 10 times. This was announced on June 9 by Sergey Kolunov, deputy chairman of the State Duma Committee on Construction and Housing and Communal Services, in an interview with TASS.
The bill was adopted in the first reading back in 2023. It is assumed that fines for exceeding the noise level from cars and motorcycles for citizens will amount from 5 thousand rubles. According to the decision of the region, the fine level may be increased, but not more than 30 thousand rubles.
Kolunov noted that now the violation of the noise level is regulated by Article 8.23 of the Administrative Code, according to which the maximum penalty is 500 rubles, and it is imperceptible to drivers.
According to the parliamentarian, the deputies plan to return to the bill, among other things, due to the fact that at the end of January Rosstandart issued a certificate for a new complex of photo and video recording called "Ether", which is able to measure the noise level on the roads. The complex is designed to deal with excessively loud cars and motorcycles.
On June 4, it was reported that the Moscow City Duma proposed to confiscate cars from car owners that exceed the permissible noise levels.
