The budget will receive 163 billion rubles of revenue unaccounted for in the forecast

The authorities have budgeted for 2025 for revenues that were not included in the initial forecast - 163 billion rubles, according to the conclusion of the Accounting Chamber (JV) on amendments to the financial plan. The main source is the profit of the Central Bank, which will transfer almost 150 billion rubles. Last year, the regulator ended the year with a positive result.

The Ministry of Finance plans to increase revenues from temporarily unused funds — how much can the treasury earn on this?

As the joint venture explains, by law, the Bank of Russia must send 75% of its earnings to the treasury. In addition to the proceeds from the Central Bank, the transition to progressive personal income tax will bring additional funds — 5 billion, the auditors note. Starting this year, a five-step rate scale has been introduced from the usual 13 to 22%.

Another source of unaccounted—for income is separate administrative fines for traffic violations — 5.3 billion.

The Ministry of Finance explained to Izvestia that the accounting of previously unrealized revenues was due to the fact that the budget was prepared in September 2024, while the results of the Central Bank's profits had not yet been announced, and traffic laws were adopted in December.

At the same time, the Accounting Chamber indicated that there are no calculations for 34 types of income at all. And this, according to the auditors, indicates a lack of transparency in budgeting. The Ministry of Finance also increased its forecast for a number of other income items. In particular, for gratuitous payments (their estimate has almost tripled), environmental collection (2.7 times), and state duties (1.4 times).
