Experiment to legalize guest houses will be launched in Russia

Russian President Vladimir Putin has signed a law on conducting an experiment on the legal regulation of guest houses. The program starts on September 1, 2025 and runs until December 31, 2027. The relevant decree has been published on the official portal of legal information.

The experiment will cover 19 regions of the country, including the Republic of Altai, Dagestan, Crimea, Krasnodar, Primorsky, Stavropol, Altai Territories, Arkhangelsk, Vladimir, Ivanovo, Irkutsk, Kaliningrad, Kemerovo, Leningrad, Rostov and Kherson regions, as well as Sevastopol and the federal territory of Sirius.

The aim of the initiative is to create a mechanism for special legal regulation of the provision of services in guest houses. The Law defines the concept of a "guest house" as an individual residential building or part of it, the rooms of which are used for temporary accommodation of guests.

According to the new rules, the house must be located on a plot classified as lands of settlements intended for individual housing, personal subsidiary farming or gardening. In this case, the building must be owned by an individual and not be an unauthorized construction.

To include an object in the unified register of the tourism industry, compliance with the established requirements will be required. Non-compliance will be the basis for refusal to enter information about the guest house in the registry. The law also describes the list of services provided and the procedure for classifying such facilities.

On May 30, Alexander Musikhin, Vice President of the Association of Tour Operators of Russia (ATOR), said that inbound tourism to Russia could grow by almost 20% in the summer of 2025. It was clarified that organized tourism is also expected to grow relatively independently.
