Putin signed a law on the use of biometrics in real estate transactions

Russian President Vladimir Putin has signed a law allowing the use of the Unified Biometric System (UBS) in real estate transactions. The relevant decree has been published on the official portal of legal information.

According to the document, the application for state registration of the transfer of ownership and the electronic documents attached to it can be signed with an enhanced qualified electronic signature without the need to first make a special entry in the Unified State Register of Real Estate.

This procedure will apply if the applicant's identity is confirmed through the Unified Identification and Authentication System (USIA) using biometric data.

The law will enter into force on July 1, 2026.

On February 13, it was reported that the State Duma may adopt a government bill according to which biometrics will be used for online registration of property rights. It was clarified that the bill was developed on the initiative of the Federal Register and submitted to the State Duma in December last year.
