Putin signed a law on mandatory reports of management companies to residents

On June 7, Russian President Vladimir Putin signed a law obliging management companies, homeowners' associations and housing and construction cooperatives to submit reports from the first quarter of the new year in a single form established by the Ministry of Construction. The relevant document is published on the official website of the publication of legal acts.

According to the amendments to the Housing Code and the Law on State Registration of Real Estate, management organizations are required to provide apartment owners with a report on the work done over the past year every year. It is specified that the document will be posted in the state information system of housing and communal services or its regional counterparts.

In addition, the applicant will be required to provide information on the payment of state duty, sending a notification to government agencies about the completion of redevelopment. The document states that the list of mandatory information will be determined by the Ministry of Construction of Russia.

It is reported that this law will enter into force on September 1, 2025.

On June 5, Alexander Aksenenko, Deputy Chairman of the State Duma Committee on Construction and Housing and Communal Services, announced that real estate transactions in Russia will become more transparent from September 1, 2025 due to changes in the rules for maintaining the Unified State Register of Real Estate (USRN). He also noted that this law will protect people who have the right to live in the housing for sale, as it will protect them from unexpected transactions.
