A criminal case has been opened against Alexander Nikolaev, Deputy head of the Donetsk Administration of the Rostov Region for Territorial Development, Chief architect, on suspicion of abuse of authority when issuing a building commissioning permit. This was reported on June 6 in the Investigative Department of the Investigative Committee (IC) of the Russian Federation in the Rostov region.

"A criminal case has been opened against the deputy head of the Donetsk city Administration of the Rostov region for territorial development, the chief architect, for committing a crime under Part 1 of Article 286 of the Criminal Code of the Russian Federation (the commission by an official of actions clearly beyond his authority, which entailed a significant violation of the rights and legitimate interests of citizens)," the agency said on its Facebook page. the social network VKontakte.

It is reported that in 2024, Nikolaev issued a permit for the commissioning of a building that does not meet the requirements of the project. Then a third party purchased a municipal land plot with this building at an undervalued price, bypassing the established procedure.

Earlier, on May 27, the head of the state enterprise Capital Construction Department of the Government of the Republic of Buryatia was detained in a case of abuse of authority. In March 2022, he signed a state contract for the reconstruction of buildings in Ulan-Ude in the amount of over 571 million rubles, which in December 2024 was increased to more than 888 million rubles. In order to increase payments to the contractor, the suspect agreed to purchase equipment for 50 million rubles, although the supply of the same equipment was provided for in another contract.
