A criminal case has been opened against Alexander Nikolaev, Deputy head of the Donetsk Administration of the Rostov Region for Territorial Development, Chief architect, on suspicion of abuse of authority when issuing a building commissioning permit. It is reported that in 2024, Nikolaev issued a permit for the commissioning of a building that does not meet the requirements of the project. Then a third party purchased a municipal land plot with this building at an undervalued price, bypassing the established procedure.
Earlier, on May 27, the head of the state enterprise Capital Construction Department of the Government of the Republic of Buryatia was detained in a case of abuse of authority. In March 2022, he signed a state contract for the reconstruction of buildings in Ulan-Ude in the amount of over 571 million rubles, which in December 2024 was increased to more than 888 million rubles. In order to increase payments to the contractor, the suspect agreed to purchase equipment for 50 million rubles, although the supply of the same equipment was provided for in another contract.
