Give me five: Russia may launch preferential mortgages for teachers, doctors and scientists

The State Duma proposed to amend the preferential mortgage programs and provide health workers, teachers and scientists with a rate of 5% per annum. The deputies believe that this measure will reduce the outflow of specialists abroad and reduce the shortage of personnel in socially important areas. Russia already has a preferential mortgage with a rate of 6% for IT specialists and special conditions for residents of small towns. Why do they want to introduce a preferential mortgage of 5% for doctors, teachers and scientists
A preferential mortgage of 5% may apply to Russians who work as doctors, are engaged in teaching and scientific activities. This was announced in a conversation with TASS by the leader of the Fair Russia — For Truth faction, Sergei Mironov.
According to the deputy, such a measure will help reduce the outflow of specialists from the country and fill the personnel shortage in medicine and education. It is noted that it is currently becoming more difficult to purchase your own home in Russia due to high loan rates.
What are the current state support measures for teachers, doctors, and scientists?
Currently, teachers have the opportunity to receive various cash payments and preferences, depending on their length of service, qualifications, working conditions and the region in which they work. In addition, there are housing programs: "Zemsky doctor", "Zemsky paramedic", "Zemsky teacher". They are designed to encourage professionals to work in rural areas, working-class towns and cities with populations of up to 50,000 people.
Participants of the Zemsky Uchitel program are paid 1 million rubles. The sum of 2 million rubles is paid for work in the Far Eastern Federal District, Donetsk and Lugansk People's Republics, Zaporizhia and Kherson regions.
To encourage doctors to move to rural and hard-to-reach areas, there are "Zemsky Doctor" and "Zemsky Paramedic" programs. Doctors are paid 1 million rubles for work in settlements of up to 50 thousand people, and 500 thousand rubles for paramedics and average medical staff. Doctors who leave to work in hard—to-reach regions are entitled to payments of 1.5 million rubles, and for other specialists - 750 thousand rubles. If they move to the Far East, the Far North or the Arctic, they pay 2 million rubles to doctors and 1 million to the rest of the medical staff.
Candidates of sciences up to 35 years of age and doctors of sciences up to 40 years of age with less than 5 years of work experience can receive a social security payment for the purchase of housing. To do this, it is necessary to confirm the status of a person in need of better housing conditions, and after receiving payment, commit to work in a scientific organization for at least 5 years.
What kind of preferential mortgages are available now
For Russians, there are several programs that help families get their own real estate. IT industry specialists can purchase housing at a rate of about 6% and a maximum loan amount of 9 million rubles, provided that the initial payment is 20%. The conditions are available for employees between the ages of 18 and 50. In cities with millions of residents (except Moscow and St. Petersburg), the minimum income should be 150 thousand rubles per month, and in other regions - from 90 thousand rubles.
One of the broadest government—supported programs available to Russians until 2030 is the Family Mortgage. According to the updated terms, in 2025, the following people can receive a preferential loan throughout Russia:
— families with children under six years old. The age is determined as of the date of the loan agreement;
— families with a minor disabled child;
— families living in small towns of up to 50,000 people and having two minor children.
— families with two children (it doesn't matter what age they are, but they are minors at the time of signing the loan agreement). Such a mortgage is issued only for the construction of an individual house.
The maximum loan amount in Moscow, the Moscow region, St. Petersburg and the Leningrad region is 12 million rubles, in other regions - 6 million rubles.
There are also regional "Family Mortgage" programs. They operate in areas with low housing construction volumes or where individual development programs have been approved.

There are also "Far Eastern" and "Arctic mortgages", which provide loans at 2% per annum for the purchase or construction of housing in the Far Eastern Federal District and in the Arctic.
Another program is Rural Mortgage, which provides preferential loans for the purchase of housing or the construction of a house in rural areas with a low interest rate of about 3%. A special rate of 2% applies to residents of the LPR, DPR, Zaporizhia and Kherson regions.
The military can also count on housing support. A mortgage for military personnel provides an opportunity for a participant in the accumulative mortgage system to purchase an apartment in a new building, a secondary housing stock, or to buy his own house. In addition, a preferential mortgage at 2% may be launched for the participants of the special operation this summer.
The purpose and essence of state-backed mortgages
Government-backed mortgages are mainly aimed at increasing the birth rate, reducing the outflow of population from certain regions or countries, reducing the financial burden on young families and representatives of certain professions, as well as supporting the Russian construction industry.
