The Senezh Management Workshop has completed the training of students of the third and fourth streams of the School of Mayors program. In 8 months, 160 students from 82 regions of the country have been trained in two streams. In total, the participants spent more than 250 hours working together, and more than 300 experts spoke to them. Moreover, graduates are already starting work: 47 people have received appointments. What is the "School of Mayors"?

The "Schools of Mayors" program was developed on behalf of Russian President Vladimir Putin and is being implemented at the Higher School of Economics of the Presidential Academy with the support of the Presidential Administration and the All-Russian Association for the Development of Local Self-Government (VARMSU).

The sixth and final module for students was devoted to politics. The result of the training is a diploma from the Presidential Academy and new competencies that will help in the work, and therefore in improving the lives of citizens in each particular municipality.

The start of the third and fourth streams in October 2024 was given by the first deputy head of the Presidential Administration of the Russian Federation Sergey Kiriyenko, noting that the school of management was created on the direct instructions of the head of state.

— This is part of the system solutions of our president, which is aimed at supporting the municipal level of the unified system of public authority, — Kiriyenko emphasized during the launch of the "new wave" of the educational program.

—The School of Mayors is a special program for the Presidential Academy," said its rector, Alexei Komissarov, addressing the participants. "We created it as a modern management school for those who are ready to change people's lives for the better. Behind each training module, each departure, there are real practices, challenges and experience of municipalities. 47 participants of the program have already received new responsible appointments. The experience gained and the participants' thirst for knowledge is something that will certainly help in their future endeavors.

In 8 months, 160 students aged 26 to 60 from 82 regions of the country were trained in two streams. The School of Mayors organized field modules with practical classes for them in 10 regions of Russia: Arkhangelsk, Irkutsk, Kaluga, Novgorod, Samara and Moscow regions, Khanty—Mansi Autonomous Okrug - Yugra, the Chechen Republic, the Republic of Sakha (Yakutia) and Moscow. Future graduates were able to get acquainted with the best regional practices in order to further apply them in their municipalities.

— We are releasing the third and fourth streams of the educational program, in which the heads, their deputies, and chairmen of the duma of municipalities have been trained. This was one of the requests that the municipal community addressed to the President of our country, and on his behalf, the "School of Mayors" was launched. The main goal of the course is to apply knowledge and introduce new successful practices in the municipalities represented by the students of the School. To make life better in them, and to resolve residents' questions addressed to local authorities faster and more efficiently," said Evgeny Grachev, Deputy Head of the Presidential Department for Internal Policy.

How the "School of Mayors" trains cadres for municipalities

Each module was devoted to a separate topic: participants studied national development goals and modern management technologies, operational and team effectiveness, development strategy, economics and finance of municipalities, economic activities and territorial development.

— In the field of modern public administration, continuing education is one of the important components of growth. The School of Mayors is a key program for training municipal employees. The students visited different regions and adopted the best management practices of municipalities, developed and defended important projects and exchanged experiences. Since the beginning of the program, municipalities have consistently demonstrated increased performance after the implementation of effective processes launched based on the results of the participants' work," said Oleg Kondratenko, Director of the HSE Presidential Academy.

In total, the participants spent more than 250 hours working together, and more than 300 experts spoke to them. The School of Mayors has organized more than 10 team-building events.

— In a changing world, the advent of the digital age and the emergence of new challenges, the heads of municipalities have a request to improve their competencies, search for new solutions and acquire political leadership skills. During the Municipal Dialogue project, launched with the participation of Sergey Vladilenovich Kiriyenko, we receive feedback and know that the School of Mayors has become a launching pad for many successful leaders. This is an important tool for forming a competent municipal manager who strives to develop a small homeland and create a high standard of living in his municipalities," said Irina Guseva, Co—chair of the VARMSU, member of the Presidium of the Presidential Council for the Development of Local Self-Government.

The expansion of competencies takes place through various communication formats, including through communication with the country's leading experts. Among them are representatives of the Presidential Administration of the Russian Federation, federal ministries and departments, including the Ministry of Construction, the Ministry of Economic Development, and DOM.Russian FEDERATION, WEB.The Russian Federation, the United Russia Party, ANO Dialog, MGIMO, the Defenders of the Fatherland State Foundation, as well as the leadership of the Presidential Academy.

Director of the Center for Geodemography and Spatial Development of Lomonosov Moscow State University, Head of the Research Center "Kartfond.Alexander Panin called the "School of Mayors" a special tool for the formation of a new management culture.

— The School of Mayors is a program that helps mayors see the territory as an integrated space, use the full range of federal and regional development mechanisms competently, and most importantly, listen to residents, feel their daily challenges, and make life—changing decisions. Here, an environment is being formed in which the municipality becomes the subject of development, the team is its energy, and the mayor is the author of change. This approach strengthens the support of the entire state system where it is closest to people — in the urban and rural areas," Panin said.

The goal of the program is simple — in conditions of a shortage of personnel, to create an effective talent pool for the regions of the country, to train highly qualified specialists who are able to develop municipalities so that residents feel the changes. During the School's work, 33 people in the first two streams have been appointed, and 47 students from the third and fourth streams have already been appointed.
