The purchase of a private house can lead to serious problems if an illegal connection to the water supply system is discovered. On June 6, Anna Polyanskaya, Commercial Director of Rosvodokanal-Lipetsk, explained to Izvestia how to recognize an illegal tie-in and minimize financial losses.
According to the expert, the main signs of illegal connection are the absence of a contract with the water utility and receipts for payment for water. In such cases, the connection was almost always made bypassing the resource supply organization.
The consequences for the new owner can be serious: from the need to pay for a legal connection to the complete disconnection of the house from the water supply. Illegal tie-ins are often carried out in violation of regulations, which leads to water pollution, pressure drops and accidents.
"To remedy the situation, it is necessary to conclude a contract for technological connection to the networks. The first step is to contact your local water utility to legalize the connection. This usually requires signing a contract, installing a meter, and possibly replacing pipes that do not comply with regulations. If violations were committed by the previous owner, you can try to recover damages from him through the court, but in practice it can be difficult to prove his guilt," explained Polyanskaya.
At the same time, the expert advised to carefully check the documents before purchase in order to avoid such situations: request a contract with the water utility, verify payments and clarify the claims with the resource supply company. Visual inspection of the pipes also helps to identify obvious signs of illegal connection.
"It's much easier to verify the legality of all communications in advance. If the problem has already been detected, you need to act quickly — legalizing the connection will reduce financial losses and prevent possible accidents in the water supply system," the specialist concluded.
