The Ministry of Justice inefficiently spent 3 billion rubles on digitalization

The Accounting Chamber pointed to the inefficient spending of almost 3 billion rubles by the Ministry of Justice on digitalization, follows from the report of the control department on the results of the audit (Izvestia has it). The auditors noted outdated equipment, lack of equipment in the regions, weak import substitution and deficiencies in key IT systems.

In particular, in the territorial departments of the ministry, more than half of the servers and computers were manufactured before 2016, the auditors emphasized. There is a critical shortage of equipment in eight regions. At the same time, 61 regions of the Russian Federation do not have a single device with a Russian OS.

The problems also affected the development of two main digital solutions of the Ministry of Justice — the FGIS and Legal Aid platforms. The first one was supposed to combine departmental resources, but, according to the joint venture, the system contains incomplete and incorrect information. The second one is designed for remote consultations of citizens, but it still works in a test mode and without a safety certificate.

The Ministry of Justice told Izvestia that the shortcomings were isolated and were being eliminated. The commissioning of Legal Aid is scheduled for October 2025.
